| The sixth International Festival of Muslim Cinema «Golden Minbar». Chechen Republic, Grozny, October, 2010

The International Festival of Muslim Cinema «Golden Minbar» will be organized as an annual forum of Muslim cinematographers, a place of regular meetings and an exchange of experience of further cooperation among filmmakers of Russia and the Muslim countries and the entire world. In festival can take part not only Muslims, but also the representatives of other faiths creating films, popularizing universal spiritually-moral and cultural traditions.

The purpose of the given festival is creation of objective representation in Russian and both the world community about an Islam and Muslims |

Article 2 |
The sixth International Festival of Muslim Cinema «Golden Minbar» is spent by Noncommercial Partnership the International Festival of Muslim Cinema «Golden Minbar».

| Founders of NP IFMS «Golden Minbar» are: |
1- Russia mufties Council, |
2- Televideocompany «Islamic World», |

| 1- The president of festival: Mufti Sheikh Ravil Gajnutdin, Chairman of Russia mufties Council. |
2- The General Director: Zaudi Mamirgov, the President of the Televideocompany "Islamic World".
VI International Festival of Muslim Cinema in Grozny Grozny mayor's office organized with the support of Administration of the Head of the Chechen Republic, the Spiritual Administration of Muslims of the Chechen Republic, Russian Guild of Film Actors.
President of the festival - Mufti Sheikh Ravil Gainutdin, Chairman of Council of muftis of Russia.
Chairman of the Organizing Committee of the festival - Odes Baysultanov, Prime Minister of Chechnya.
General Manager - Zuid Mamirgov, President Televideokompanii "Islamic World"
Organizing Director - Haris Saubyanov, Chief of Staff of the Russian Mufti Council. |

Article 3 |
The program of the Festival will include: |
| 1- Main Competition, |
| |
a- Feature film; |
| |
|
- Full-length feature film. |
| |
|
- Short-length feature film. |
| |
b- Documentary film; |
| |
|
- full-length documentary film, |
| |
|
- short-length documentary film, |
| |
2- Non-competition screening, |
| |
|
a)- feature film. |
| |
|
b)- documentary film, |
| |
3- Special screening of films about Chechnya, shot in the world since 1928. |
Article 4 |
Only films produced after January 01, 2008 will be accepted for the Competition programs. Preference in Competition programs is given to the World and International premieres.

Entry applications for VI IFMC «Golden Minbar» should reach the General Management of Festival before July 06 september, 2010 |
Article 5 |
| Prints of the films accepted for the Competition and out-of-competition programs of the Festival should be in possession of the General Management of the of the VI IFMC«Golden Minbar» before September 30 september, 2010. |

Article 6 |
The films for the Festival program are selected by the Selection Committee.
Films received in the festival (in competition or out of competition) can be shown in cinemas across the city of Grozny (2-3 screen) during the festival. And also in cinemas across the city of Makhachkala, Gudermes, Shali, Malgobek.
For popularization of ideas of festival, films-prizewinners can be shown (1show) in the cinemas of other cities of Russia and world, within the framework of the special action: echo of «Golden Minbar».nema of other cities in Russia and abroad, as part of a special promotion: "Echoes of the Golden pulpit." |

| Article 7 |
Filled filmografichesky list (entry-form) for each submitted film, confirming the participation in the festival must be received by the Directorate MFMK Golden Minbar "no later than August 31, 2010. Entry form must be accompanied by the following documentation: |

1- The dialogue list in the original language and in one of the following languages: Russian, English, French or Arabic; |

2-The list of subtitles in English; |
| |
3-Synopsis, press and promotional materials Stills from the films and trailers. |
| |
4-Materials for the festival catalogue, including a detailed biography and filmography of the director and the principal actors, a director's photo as well as slides from the film. |
All conditions and mentioned dates are obligatory otherwise the Management of the VI IFMS «Golden Minbar» has the right to exclude the film from the Festival program. |

The costs of transporting the competition films in the city of Grozny and back carries Directorate MFMK Golden Minbar. The costs of storage and insurance copies of films included in the festival program, pays Directorate MFMK Golden Minbar. |
The General Management of the VI IFMS «Golden Minbar» will cover all the expenses connected with the storage and insurance of the films during the Festival. |

All the issues connected with the invitations of guests, terms of their stay and accreditation at the Festival will be settled by the General Management of the VI IFMC «Golden Minbar».
|
Every film in Competition programs should be personally presented by a delegate. |
All expenses of the participants in Grozny, whose films are involved in the competition program of the festival (one person from one film), takes on the Management of MFMK Golden Minbar. (Meet-seeing, accommodation, meals, cultural events).

* Documentary film 1(one) person. |
| Out-of-competition films - one person. He should pay the ticket to Russia by himself, because the management of the VI IFMC «Golden Minbar» will assure to him only a residence (the Hotel Meals), feed, meeting, send-offs, participating in the cultural measures during the period of the festival. |
Applications for media accreditation is accepted by the Directorate of the Festival is strictly up to September 30, 2010.
Hospitality terms for other official guests of the Festival shall be indicated in their personal invitations, filled and signed accreditation forms should be received by the General Management of the VI IFMC «Golden Minbar» prior September 13th, 2010. |

To evaluate the competition films created by the International Jury of 7 persons.
The jury may not be the person whose films are involved in the main competition.
Directorate VI «International Festival of Muslim Cinema" Golden Minbar assumes expenses related to each member of the jury in Grozny and travel to the festival and back. |

Participation in the VI IFMC «Golden Minbar» shall presume observation of all articles of the present Regulations. |
In case of any disputes which may arise out of the present Regulations, only the Russian-language variant of the present Regulations is considered authentic. |
